Cooling Fan turns after releasing ignition key even when engine is cold

This is a 92 (June) SLC VR6.

Problem: Engine Cold - A/C OFF - FAN OFF; (1) Turn contact key to START without starting car (FAN still OFF). (2) Turn contact key to Rest --> FAN COMES ON first speed and stays on for almost 8 minutes!! After a couple of these occurrences the battery is flat

Fan, Fan Control Module (FCM), Radiator Coolant Sensors, Engine Coolant Sensors all have been replaced with new parts.

All inputs of the 8-pin connector { X (S13 fuse), T3 (3rd speed), T2 (105 temp), T (ECT), T4 (ECM), MK (A/C) } have been isolated one at a time while the FAN was running, none stopped it.
Removing the fuse on the FCM (S88) prevents the FAN from coming ON.

Questions:
1- Has anyone noticed this sequence of events on this edition of the CORRADO ?
2- Is this sequence considered "Normal" ?
3- Is there any report of defective 1H0 919 506 (FCM) ?
4- Where is F165 (third speed thermo switch) located ?
5- What one can suggest to fix this problem if it is one?

Problem solved: Brand new FCM bought online from China is not behaving as it is supposed to. Three of them caused the same problem.
